𝐁𝐀𝐍𝐉𝐔𝐋, 𝟐𝐧𝐝 𝐅𝐞𝐛𝐫𝐮𝐚𝐫𝐲 𝟐𝟎𝟐𝟔: The Gambia has been elected by consensus as Vice Chair on the Bureau of the Preparatory Committee for the United Nations Conference of Plenipotentiaries on the Prevention and Punishment of Crimes against humanity during the Plenary Session held on 27th January 2026 at the United Nations Headquarters in New York. Following The Gambia’s endorsement by the African Group and with the strategic vision and leadership of H.E Ambassador Lamin Dibba, Ms. Marang Sanyang, Counsellor and Legal Advisor, has been unanimously elected as Vice Chair on the Bureau of the Preparatory Committee of the United Nations Conference of Plenipotentiaries on the Prevention and Punishment of Crimes against humanity. The prevention and punishment of crimes against humanity stands at the core of the international community’s commitment to combat impunities and ensure greater legal certainty for the gravest crimes of immense concern under international law. The formal processes of this Preparatory Committee are aimed at addressing a long-standing gap in the international legal framework. While genocide and war crimes are governed by dedicated treaty regimes, crimes against humanity despite their central place in international criminal law remain without a universal convention addressing prevention, punishment, and inter-State cooperation. Cognizant of the above, the Preparatory Committee is mandated to facilitate consultations, further engage with the International Law Commission’s draft articles and enable Governments to develop proposals for textual amendment relating to the diplomatic Conference scheduled for 2028 and 2029. As a member of the Bureau of this important process, The Gambia intends to explore possibilities for an effective elaborate, universal and legally binding Convention that advances international law, close the impunity gaps and strengthen international efforts towards supporting domestic capacity, prevention and national ownership while reaffirming commitments for an inclusive, transparent and constructive engagement throughout the process.

𝐁𝐀𝐍𝐉𝐔𝐋, 𝟐𝟖𝐭𝐡 𝐉𝐚𝐧𝐮𝐚𝐫𝐲 𝟐𝟎𝟐𝟔: The Honourable Minister of Foreign Affairs, International Cooperation and Gambians Abroad, H.E. Sering Modou Njie, on Tuesday, 27th January 2026, received the Chargé d’Affaires ad interim of the United States Embassy in Banjul, H.E. Ambassador Eugene S. Young, for a cordial and constructive meeting aimed at strengthening bilateral cooperation between The Gambia and the United States of America. The discussions underscored the long-standing partnership between the two countries and their shared commitment to peace, security, development, and mutual respect. In his opening remarks, Ambassador Young expressed appreciation to The Gambia for its contribution to international peace and security, particularly its decision to deploy personnel to the United Nations–mandated mission in Haiti. He also conveyed condolences on the recent tragic loss of lives involving migrants and emphasized the importance of continued collaboration to address irregular migration through public sensitisation and lawful migration pathways. Both sides discussed current U.S. visa policies, including visa bonds and restrictions, and stressed the importance of Gambian nationals in the United States complying with visa conditions and immigration laws. In response, the Honourable Minister reaffirmed the Government of The Gambia’s commitment to working closely with the United States, while underscoring the need for continued public awareness and cooperation on migration-related matters. The Honourable Minister also expressed appreciation for U.S. support to The Gambia’s development agenda, noting cooperation in key areas such as health, education, and institutional capacity-building. The U.S. Embassy highlighted the breadth of its support, including school feeding programmes, health interventions, technical assistance to government institutions, and the continued presence of the U.S. Peace Corps in The Gambia. Discussions further covered visa-related matters, with both parties agreeing on the importance of open communication and mutual understanding, as well as sustained public education on immigration compliance. On regional and international cooperation, particularly in relation to United Nations peacekeeping missions, the Honourable Minister thanked the United States for its support to The Gambia’s participation in international peace efforts. He also called for continued collaboration in capacity-building, training of Gambian security forces, and support in critical operational enablers to ensure effective participation in such missions. The meeting also touched on investment, digital connectivity, and private sector engagement, with both sides acknowledging the importance of creating an enabling environment for international partnerships and sustainable economic growth. 𝐁𝐀𝐍𝐉𝐔𝐋, 𝟐𝟖𝐭𝐡 𝐉𝐚𝐧𝐮𝐚𝐫𝐲 𝟐𝟎𝟐𝟔: The Government of The Gambia and the Government of Japan on Tuesday signed Exchange Notes for the provision of Japanese food assistance amounting to ¥200 million, equivalent to approximately D95 million, under the Japanese Food Assistance Programme. The signing ceremony, held at the Ministry of Foreign Affairs, International Cooperation and Gambians Abroad, was presided over by the Honourable Minister, Hon. Sering Modou Njie, and formalizes Japan’s commitment to support The Gambia’s food and nutritional security. Under the agreement, Japan will supply 1,776 metric tons of rice, which will contribute significantly to addressing food needs across the country and complement ongoing national efforts to strengthen food security. Speaking at the ceremony, Hon. Sering Modou Njie conveyed the Government of The Gambia’s deep appreciation to the Government of Japan for its continued and unwavering support. He emphasized that the assistance comes at a critical time and will play an important role in enhancing food availability while supporting broader government interventions in the sector. In his remarks, the Japanese Ambassador to The Gambia, H.E. Akamatsu Takeshi, noted that the assistance responds directly to a request from the Government of The Gambia and underscores Japan’s strong commitment to supporting the country’s food security agenda. He commended the Government for its leadership and praised the resilience of the Gambian people in the face of global economic and climatic challenges. Ambassador Akamatsu further explained that, beyond meeting immediate food needs, the programme is designed to support long-term, self-reliant development. He highlighted that proceeds from the domestic sale of the donated rice may be utilized to finance priority development initiatives, including the acquisition of agricultural machinery, procurement of improved seeds and fertilizers, and other measures aimed at modernizing agriculture and boosting productivity. Excellences, First and foremost, my delegation would like to express sincere gratitude and heartfelt appreciation to The Custodian of The Two Holy Mosques, His Majesty King Salman bin Abdul Aziz Al Saud, and the Crown Prince and Prime Minister, His Royal Highness Prince Mohammed bin Salman Al Saud (May Allah Preserve Them) for the generous hospitality and facilities placed at our disposal since our arrival in this Holy Kingdom. We also seize this opportunity to thank His Excellency the OIC Secretary General and his team for effectively and diligently facilitating and coordinating the work of our Organization in pursuit of the aspirations of our Ummah. Excellences, This Emergency Session reflects the seriousness and urgency with which our Organization views the grave developments affecting the Federal Republic of Somalia, arising from the recent and unlawful action by Israel, the Occupying Power, purporting to recognize the so-called “Somaliland” as an independent state. Allow me to state, clearly, categorically, and unequivocally, that The Gambia, together with all Member States of the Organization of Islamic Cooperation, strongly condemn and firmly reject this illegal and provocative act. This action constitutes a blatant violation of international law, the Charter of the United Nations, the OIC Charter, and the Constitutive Act of the African Union, and represents a direct assault on the sovereignty, unity, territorial integrity, and political independence of the Federal Republic of Somalia. We therefore reiterate our long-standing and principled position, as reflected in successive resolutions of the Council of Foreign Ministers, reaffirming that Somaliland remains an integral and inseparable part of the Federal Republic of Somalia and that any attempt to alter Somalia’s status or borders through unilateral actions is null and void and without legal effect. Excellences, This unlawful act also runs counter to African Union decisions, including those of the AU Assembly, Executive Council, and Peace and Security Council, which consistently uphold the principles of respect for existing borders, territorial integrity, and the rejection of secessionist agendas on the African continent. We also express our absolute and unwavering support and solidarity with the Government and people of the Federal Republic of Somalia, and commend their resilience and steadfast commitment to national unity, peace, reconciliation, and state-building, despite the persistent challenges they continue to confront. This latest action by Israel must be viewed within the broader context of its continued defiance of international legitimacy, including its ongoing occupation of Palestinian and Arab territories and repeated violations of United Nations resolutions and international humanitarian law. The extension of such unlawful practices to Africa poses a serious threat to regional stability, particularly in the Horn of Africa, and must be rejected by the international community. In this regard, The Gambia calls upon: 1. All States and international and regional organizations to reject unequivocally any form of recognition or engagement that legitimizes secessionist entities in Somalia; 2. The United Nations and the African Union to uphold their respective charters and reaffirm Somalia’s unity and territorial integrity; and 3. OIC Member States and partners to continue providing political, security, humanitarian, and development support to Somalia, in close coordination with its Federal Government. 4. All Member States, partners, and relevant international and regional organizations to remain vigilant and refrain from any act or statement that may legitimize secessionist agendas. Excellences, In conclusion, I wish to reaffirm that The Gambia, as Chair of the 15th OIC Summit, remains fully committed to defending the sovereignty and territorial integrity of all OIC Member States, and to upholding the principles, resolutions, and collective decisions of our Organization. We shall continue to stand firmly and resolutely with the Federal Republic of Somalia until its unity and sovereignty are fully respected and safeguarded. The agreement was signed at the Ministry of Foreign Affairs, International Cooperation, and Gambians Abroad, marking another important milestone in the strategic bilateral relations between The Gambia and China. The grant assistance is intended to support small but smart projects aligned with The Gambia’s national development priorities and will contribute meaningfully to socio-economic development and the wellbeing of the Gambian people. Speaking at the signing ceremony, the Honourable Minister of Foreign Affairs, H.E. Sering Modou Njie, expressed profound appreciation to the Government and people of the People’s Republic of China for their continued solidarity, goodwill, and unwavering support to The Gambia. The Minister noted that the grant reflects China’s steadfast commitment to practical, results-oriented cooperation, particularly in areas that directly impact livelihoods and promote sustainable development. The Minister further highlighted that China has been a long-standing and reliable development partner, with cooperation spanning infrastructure development, health, agriculture, capacity building, and humanitarian assistance. The signing of this agreement, the Minister emphasized, is in line with the shared vision of both countries to deepen mutually beneficial cooperation based on mutual respect, trust, and common development goals. Sering Modou Njie, on Wednesday 31st December 2025 warmly welcomed the Ambassador of the State of Libya to The Gambia, in his office in Banjul, reaffirming the longstanding ties of friendship and cooperation between the two nations, anchored in shared African solidarity and mutual respect. During the meeting, Minister Njie expressed appreciation for the support extended by Libyan authorities and partners to Gambian migrants residing in Libya, particularly in facilitating voluntary return and reintegration in close coordination with the Government of The Gambia and international partners, like the IOM. This collaboration underscores a shared commitment to humane, orderly, and dignified migration management. The Minister noted that still many Gambian migrants remain in Libya awaiting exit clearance and emphasized The Gambia’s readiness to work with Libyan authorities to expedite these processes in a timely and orderly manner. He also acknowledged the positive coordination mechanisms established between Gambian and Libyan institutions, which have enhanced protection, information-sharing, and operational cooperation on migration matters. Special recognition was given to the Gambian Diaspora Association in Libya for their continued support to Gambian nationals, complementing government-led initiatives and facilitating communication and voluntary return processes. The delegation aims to finalize and formalize multiple initiatives before departing, with a signing ceremony to be witnessed by relevant government institutions to ensure smooth and timely implementation. This visit underscores the deepening partnership between The Gambia and China and marks a significant step forward in fostering economic growth, foreign investment, and South–South cooperation.

The Election of Candidates to the ACERWC is scheduled to take place at the 48th Ordinary Session of the Executive Council of the African Union in February 2026, in Addis Ababa, Ethiopia. The Gambia’s Candidate, Dr. Satang Nabaneh, is a leading Gambian Legal scholar, Human Rights expert, and an advocate with extensive experience in Child Rights and Child Protection, Advocacy, Gender Equality, and African Human Rights Systems. Her work reflects a deep commitment to rights-based education, policy reform, and normative development at national, regional, and international levels. Possessing a formidable academic background, Dr. Nabaneh holds a PhD in Law from the University of Washington, United States of America, a Doctor of Laws (LLD), a Master of Laws in Human Rights and Democratization in Africa (LLM) from the University of Pretoria, South Africa, and a Bachelor of Laws (LLB) (Hons) from the University of The Gambia. This foundation has enabled her to contribute significantly to scholarship, teaching and policy engagement on complex issues affecting women and children. Professionally, Dr. Nabaneh has built a distinguished career that combines academia, research, advocacy, policy development and institutional leadership. Since August 2021, she has served as a Research Professor of Law at the University of Dayton Human Rights Center, USA where she engages in research, teaching, and mentoring in Human Rights Law. She is also an Extraordinary Lecturer at the Centre for Human Rights, University of Pretoria, following her tenure as a Postdoctoral Fellow at the same institution from 2021 to 2023. Between 2019 and 2021, Dr. Nabaneh managed the Academic Program on Sexual and Reproductive Rights in Africa at the Centre for Human Rights, contributing to curriculum development, research coordination, and capacity building across the continent. Earlier in her career, Dr. Nabaneh served as a Project Officer on Women’s Rights at the Centre for Human Rights from 2016 to 2019, where she worked on legal reform, advocacy, and norm-setting initiatives as Legal Adviser for the Special Rapporteur on the Rights of Women in Africa. At the national level, she has also lectured at the Faculty of Law of the University of The Gambia and has held leadership roles within civil society, including serving as Coordinator of the Female Lawyers Association of The Gambia and co-founding Think Young Women (TYW). Notably, she has been a long-standing Technical Adviser to the Child Protection Alliance (CPA), a role she fulfilled over more than a decade, underscoring her sustained commitment to child protection and welfare. She has played key roles in the advocacy campaigns that led to the enactment of the Tourism Offences Act 2003, Children’s Act 2005, Trafficking in Persons Act 2007, Women’s Act 2010, and Sexual Offences Act 2013 and the Domestic Violence Act 2013. Dr. Nabaneh is also the Founder and Editor of Law Hub Gambia, an initiative established in 2019 to promote legal awareness, research, and dialogue on law and governance issues. She also serves as the Deputy Secretary General of the African Network of Constitutional Lawyers (ANCL). Dr. Nabaneh’s scholarly output is extensive and highly regarded. She has authored and edited numerous books, book chapters, policy briefs, and peer-reviewed articles on harmful practices, women’s rights, sexual and reproductive health, disability rights, and constitutionalism in Africa. Her recent publications include major works on Female Genital Mutilation (FGM), harmful practices, Girls’ Education and the implementation of the Maputo Protocol and the African Children’s Charter. She regularly contributes to global policy and public discourse through platforms such as The Conversation, Open Global Rights, and leading academic publishers including Palgrave Macmillan and Pretoria University Law Press. Dr. Nabaneh’s insights have been featured in The New York Times, Reuters, and Time. She was named one of 10 exceptionally talented African scholars to watch in 2024 by The Africa Report. Beyond academia, Dr. Nabaneh has provided high-level consultancy and technical assistance to Governments around the world, United Nations Agencies, African Union organs and national organizations and institutions. She has played a key role in developing The Gambia’s National FGM Policy and Plan of Action, supported the implementation of the UN Partnership on the Rights of Persons with Disabilities, and contributed to normative development on women’s rights within the African Human Rights System. STATEMENT BY H.E. SERING MODOU NJIE, MINISTER OF FOREIGN AFFAIRS, INTERNATIONAL COOPERATION & GAMBIANS ABROAD FOR THE AFRICAN UNION PEACE AND SECURITY COUNCIL (AU PSC) EMERGENCY SESSION (VIRTUAL) ON THE SITUATION IN THE EASTERN DEMOCRATIC REPUBLIC OF CONGO (DRC), 29TH DECEMBER 2025   Excellency Mr. Kacou Houadja Leon Adom, Minister of Foreign Affairs of the Republic of Cote d’Ivoire and Chairperson of the Peace and Security Council of the African Union for December 2025; Excellency Ambassador Bankole Adeoye, Commissioner for Political Affairs, Peace and Security; Excellencies, Honorable Ministers, Members of the Peace and Security Council; Distinguished Ladies and Gentlemen,   At the outset, Chair, allow me to express my delegation’s appreciation to you for convening this important meeting on the situation in Eastern Democratic Republic of Congo (DRC). The Gambia views the current trajectory of insecurity in the Eastern DRC with profound concern. As we approach the end of 2025, the optimism we shared earlier this year is being eclipsed by a resurgence of hostilities that threatens not only the security of the DRC but the stability of the entire Great Lakes Region. The recent reports of the fall of Uvira on December, 10 2025 and the subsequent offensive in South Kivu are deeply distressing. We are witnessing a humanitarian catastrophe with hundreds of lives being lost in mere weeks and more than 200,000 newly displaced, many seeking refuge in Burundi. We reiterate our unwavering support for the sovereignty, unity, and territorial integrity of the Democratic Republic of Congo. We call on the leadership of M23 and its allies to lay down their arms and immediately cease hostilities. Let the atrocities stop. The people of the region deserve peace and stability.   Excellencies, While we acknowledge the diplomatic efforts undertaken in Washington and Doha earlier this year, it appears that the efficacy of these peace initiatives are being tested on the ground. We urge the signatories to the agreements that emerged from those negotiations to honor their commitments. The Gambia also notes with concern the apparent deadlock in the merged Luanda and Nairobi processes. We believe that while international mediation from partners is highly welcome and deeply appreciated, there is need for all actors and stakeholders to harmonize their interventions and act coherently to complement each other’s efforts and to further reinforce the “African Solutions to African Problems” framework. We urge the AU Commission to re-energize the Joint EAC-SADC mechanism to ensure a harmonized political track that includes all local stakeholders and addresses the root causes of the conflict—including land rights, local governance, and the illicit exploitation of natural resources. Excellencies, My delegation would like to call for the full operationalization of the Joint Security Coordination Mechanism as outlined in the April 2025 agreements, with enhanced support from MONUSCO to verify ceasefire violations. With the phased withdrawal of SAMIDRC, a security vacuum must be avoided. We urge the AU to work closely with the UN to ensure that MONUSCO’s mandate remains robust enough to protect civilians during this volatile transition. We urge the parties to immediately open safe humanitarian corridors to allow aid to reach the thousands of displaced persons in South Kivu and reopen vital infrastructure like the Goma and Kavumu airports. Excellencies, This Council must move beyond condemnation to consider targeted sanctions against those non-state actors and foreign actors that continue to violate the ceasefire as well as provide logistical or financial support to rebel groups. The people of the Eastern DRC have endured conflict for three decades. They cannot afford another year of “frozen” peace processes that melt away at the first sign of military opportunism. As I conclude, let me reaffirm The Gambia’s commitment to Pan-African solidarity in our collective quest to amicably end our ongoing conflicts. We stand ready to support all efforts that will lead to silencing of the guns in Eastern DRC and usher in a future of prosperity for the Congolese people. I thank you.

Ms. Jallow is a seasoned Gambian diplomat with over two decades of distinguished service in diplomacy, international relations, and public administration. Her appointment reflects the Government of The Gambia’s commitment to strengthening strategic partnerships with countries across Asia and the Oceania region, while advancing trade, investment, and multilateral cooperation. Ms. Jallow joined the Civil Service in February 2004 as a Cadet Administrative Officer at the PMO. She served as Assistant Secretary at the OVP and PSC, and as First Secretary at the Ministry of Foreign Affairs. Her diplomatic career included serving as First Secretary at the Gambian Embassy in Spain from 2008 to 2013, and as Counsellor at the same mission from 2013 to 2017. Upon her recall from the Foreign Service, she served in the The Ministries’ European Affairs Directorate as Counsellor from 2017 to December 2025. Prior to her appointment, played a pivotal role in maintaining and expanding bilateral relations between The Gambia and European Union Member States and other European countries. She actively promoted trade and investment opportunities, engaged potential investors, and represented The Gambia at numerous national and international meetings, workshops, and conferences. Academically, Ms. Jallow holds a Master’s Degree in Diplomacy and International Relations from the Escuela Diplomática de España in Madrid and a Bachelor’s Degree in Sociology and Anthropology from the International Islamic University Malaysia. She has undertaken extensive diplomatic, migration, and international relations training across Europe, Asia, Africa, and the Middle East. Fluent in English, Spanish, Fula, Wolof, Mandinka, and beginner-level in Bahasa Mala. Ms. Jallow is well positioned to lead The Gambia’s engagement with diverse partners across Asia and the Pacific.
