𝗧𝗵𝗲 𝗚𝗮𝗺𝗯𝗶𝗮 𝗮𝗻𝗱 𝗖𝗵𝗶𝗻𝗮 𝗦𝗶𝗴𝗻 𝟭𝟬𝟬 𝗠𝗶𝗹𝗹𝗶𝗼𝗻 𝗬𝘂𝗮𝗻 𝗚𝗿𝗮𝗻𝘁 𝗔𝗴𝗿𝗲𝗲𝗺𝗲𝗻𝘁 𝘁𝗼 𝗦𝘁𝗿𝗲𝗻𝗴𝘁𝗵𝗲𝗻 𝗕𝗶𝗹𝗮𝘁𝗲𝗿𝗮𝗹 𝗖𝗼𝗼𝗽𝗲𝗿𝗮𝘁𝗶𝗼𝗻 𝗕𝗔𝗡𝗝𝗨𝗟, 𝟴𝘁𝗵 𝗝𝗮𝗻𝘂𝗮𝗿𝘆 𝟮𝟬𝟮𝟲: The Government of the Republic of The Gambia and the Government of the People’s Republic of China on Tuesday, 6th January 2026 signed a Grant Assistance Agreement amounting to 100 million Chinese yuan, reaffirming the strong bonds of friendship and cooperation between the two countries. The agreement was signed at the Ministry of Foreign Affairs, International Cooperation, and Gambians Abroad, marking another important milestone in the strategic bilateral relations between The Gambia and China. The grant assistance is intended to support small but smart projects aligned with The Gambia’s national development priorities and will contribute meaningfully to socio-economic development and the wellbeing of the Gambian people. Speaking at the signing ceremony, the Honourable Minister of Foreign Affairs, H.E. Sering Modou Njie, expressed profound appreciation to the Government and people of the People’s Republic of China for their continued solidarity, goodwill, and unwavering support to The Gambia. The Minister noted that the grant reflects China’s steadfast commitment to practical, results-oriented cooperation, particularly in areas that directly impact livelihoods and promote sustainable development. The Minister further highlighted that China has been a long-standing and reliable development partner, with cooperation spanning infrastructure development, health, agriculture, capacity building, and humanitarian assistance. The signing of this agreement, the Minister emphasized, is in line with the shared vision of both countries to deepen mutually beneficial cooperation based on mutual respect, trust, and common development goals. The Honourable Minister use the opportunity to reaffirm the unwavering commitment of the Republic of The Gambia to the one-China principle, firmly opposes any form of separatism and external interference in China’s internal affairs, and supports all efforts undertaken by the People’s Republic of China to safeguard its sovereignty and territorial integrity and to achieve national reunification. On his part, the Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to The Gambia, H.E. Liu Jin, reaffirmed China’s commitment to supporting The Gambia’s development efforts and strengthening bilateral cooperation. He underscored the importance of South-South cooperation and people-centered development initiatives that deliver tangible benefits to communities. The Government of The Gambia remains committed to ensuring the effective, transparent, and timely implementation of the grant assistance in order to maximize its impact and benefits for the Gambian people. This signing once again demonstrates the enduring friendship between The Gambia and the People’s Republic of China and their shared resolve to continue advancing cooperation for peace, development, and prosperity.

𝐁𝐀𝐍𝐉𝐔𝐋, 𝟔𝐭𝐡 𝐉𝐚𝐧𝐮𝐚𝐫𝐲 𝟐𝟎𝟐𝟔: The Honorable Minister of Foreign Affairs, International Cooperation, and Gambians Abroad, H.E. Sering Modou Njie, on Wednesday 31st December 2025 warmly welcomed the Ambassador of the State of Libya to The Gambia, in his office in Banjul, reaffirming the longstanding ties of friendship and cooperation between the two nations, anchored in shared African solidarity and mutual respect. During the meeting, Minister Njie expressed appreciation for the support extended by Libyan authorities and partners to Gambian migrants residing in Libya, particularly in facilitating voluntary return and reintegration in close coordination with the Government of The Gambia and international partners, like the IOM. This collaboration underscores a shared commitment to humane, orderly, and dignified migration management. The Minister noted that still many Gambian migrants remain in Libya awaiting exit clearance and emphasized The Gambia’s readiness to work with Libyan authorities to expedite these processes in a timely and orderly manner. He also acknowledged the positive coordination mechanisms established between Gambian and Libyan institutions, which have enhanced protection, information-sharing, and operational cooperation on migration matters. Special recognition was given to the Gambian Diaspora Association in Libya for their continued support to Gambian nationals, complementing government-led initiatives and facilitating communication and voluntary return processes. Minister Njie concluded by reaffirming The Gambia’s commitment to deepening bilateral cooperation with Libya, and to continue engaging each other on migration management, diaspora engagement, and consular collaboration, and expressed confidence in continued constructive engagement during the Ambassador’s tenure. For his part, H.E. Munsef Mohammed Haweel Naseeb Ambassador of Libya also reaffirmed the commitment of his country to continue engaging and partnering with The Gambia, describing the relationship between the two countries as long-standing and excellent anchored on shared African principles of solidarity and supporting each other. The Election of Candidates to the ACERWC is scheduled to take place at the 48th Ordinary Session of the Executive Council of the African Union in February 2026, in Addis Ababa, Ethiopia. The Gambia’s Candidate, Dr. Satang Nabaneh, is a leading Gambian Legal scholar, Human Rights expert, and an advocate with extensive experience in Child Rights and Child Protection, Advocacy, Gender Equality, and African Human Rights Systems. Her work reflects a deep commitment to rights-based education, policy reform, and normative development at national, regional, and international levels. Possessing a formidable academic background, Dr. Nabaneh holds a PhD in Law from the University of Washington, United States of America, a Doctor of Laws (LLD), a Master of Laws in Human Rights and Democratization in Africa (LLM) from the University of Pretoria, South Africa, and a Bachelor of Laws (LLB) (Hons) from the University of The Gambia. This foundation has enabled her to contribute significantly to scholarship, teaching and policy engagement on complex issues affecting women and children. Professionally, Dr. Nabaneh has built a distinguished career that combines academia, research, advocacy, policy development and institutional leadership. Since August 2021, she has served as a Research Professor of Law at the University of Dayton Human Rights Center, USA where she engages in research, teaching, and mentoring in Human Rights Law. She is also an Extraordinary Lecturer at the Centre for Human Rights, University of Pretoria, following her tenure as a Postdoctoral Fellow at the same institution from 2021 to 2023. Between 2019 and 2021, Dr. Nabaneh managed the Academic Program on Sexual and Reproductive Rights in Africa at the Centre for Human Rights, contributing to curriculum development, research coordination, and capacity building across the continent. Earlier in her career, Dr. Nabaneh served as a Project Officer on Women’s Rights at the Centre for Human Rights from 2016 to 2019, where she worked on legal reform, advocacy, and norm-setting initiatives as Legal Adviser for the Special Rapporteur on the Rights of Women in Africa. At the national level, she has also lectured at the Faculty of Law of the University of The Gambia and has held leadership roles within civil society, including serving as Coordinator of the Female Lawyers Association of The Gambia and co-founding Think Young Women (TYW). Notably, she has been a long-standing Technical Adviser to the Child Protection Alliance (CPA), a role she fulfilled over more than a decade, underscoring her sustained commitment to child protection and welfare. She has played key roles in the advocacy campaigns that led to the enactment of the Tourism Offences Act 2003, Children’s Act 2005, Trafficking in Persons Act 2007, Women’s Act 2010, and Sexual Offences Act 2013 and the Domestic Violence Act 2013. Dr. Nabaneh is also the Founder and Editor of Law Hub Gambia, an initiative established in 2019 to promote legal awareness, research, and dialogue on law and governance issues. She also serves as the Deputy Secretary General of the African Network of Constitutional Lawyers (ANCL). Dr. Nabaneh’s scholarly output is extensive and highly regarded. She has authored and edited numerous books, book chapters, policy briefs, and peer-reviewed articles on harmful practices, women’s rights, sexual and reproductive health, disability rights, and constitutionalism in Africa. Her recent publications include major works on Female Genital Mutilation (FGM), harmful practices, Girls’ Education and the implementation of the Maputo Protocol and the African Children’s Charter. She regularly contributes to global policy and public discourse through platforms such as The Conversation, Open Global Rights, and leading academic publishers including Palgrave Macmillan and Pretoria University Law Press. Dr. Nabaneh’s insights have been featured in The New York Times, Reuters, and Time. She was named one of 10 exceptionally talented African scholars to watch in 2024 by The Africa Report. Beyond academia, Dr. Nabaneh has provided high-level consultancy and technical assistance to Governments around the world, United Nations Agencies, African Union organs and national organizations and institutions. She has played a key role in developing The Gambia’s National FGM Policy and Plan of Action, supported the implementation of the UN Partnership on the Rights of Persons with Disabilities, and contributed to normative development on women’s rights within the African Human Rights System. Her work includes drafting guidance on the Maputo Protocol and the African Children’s Charter through Joint General Comments, supporting both state and shadow reporting processes and conducting research on litigating Women’s and Girls’ Rights before African Union Human Rights Mechanisms. Through this candidacy, The Gambia reaffirms its commitment to the promotion and protection of children’s rights in Africa by presenting a candidate of exceptional merit, scholarship, leadership, and expertise.

STATEMENT BY H.E. SERING MODOU NJIE, MINISTER OF FOREIGN AFFAIRS, INTERNATIONAL COOPERATION & GAMBIANS ABROAD FOR THE AFRICAN UNION PEACE AND SECURITY COUNCIL (AU PSC) EMERGENCY SESSION (VIRTUAL) ON THE SITUATION IN THE EASTERN DEMOCRATIC REPUBLIC OF CONGO (DRC), 29TH DECEMBER 2025   Excellency Mr. Kacou Houadja Leon Adom, Minister of Foreign Affairs of the Republic of Cote d’Ivoire and Chairperson of the Peace and Security Council of the African Union for December 2025; Excellency Ambassador Bankole Adeoye, Commissioner for Political Affairs, Peace and Security; Excellencies, Honorable Ministers, Members of the Peace and Security Council; Distinguished Ladies and Gentlemen,   At the outset, Chair, allow me to express my delegation’s appreciation to you for convening this important meeting on the situation in Eastern Democratic Republic of Congo (DRC). The Gambia views the current trajectory of insecurity in the Eastern DRC with profound concern. As we approach the end of 2025, the optimism we shared earlier this year is being eclipsed by a resurgence of hostilities that threatens not only the security of the DRC but the stability of the entire Great Lakes Region. The recent reports of the fall of Uvira on December, 10 2025 and the subsequent offensive in South Kivu are deeply distressing. We are witnessing a humanitarian catastrophe with hundreds of lives being lost in mere weeks and more than 200,000 newly displaced, many seeking refuge in Burundi. We reiterate our unwavering support for the sovereignty, unity, and territorial integrity of the Democratic Republic of Congo. We call on the leadership of M23 and its allies to lay down their arms and immediately cease hostilities. Let the atrocities stop. The people of the region deserve peace and stability.   Excellencies, While we acknowledge the diplomatic efforts undertaken in Washington and Doha earlier this year, it appears that the efficacy of these peace initiatives are being tested on the ground. We urge the signatories to the agreements that emerged from those negotiations to honor their commitments. The Gambia also notes with concern the apparent deadlock in the merged Luanda and Nairobi processes. We believe that while international mediation from partners is highly welcome and deeply appreciated, there is need for all actors and stakeholders to harmonize their interventions and act coherently to complement each other’s efforts and to further reinforce the “African Solutions to African Problems” framework. We urge the AU Commission to re-energize the Joint EAC-SADC mechanism to ensure a harmonized political track that includes all local stakeholders and addresses the root causes of the conflict—including land rights, local governance, and the illicit exploitation of natural resources. Excellencies, My delegation would like to call for the full operationalization of the Joint Security Coordination Mechanism as outlined in the April 2025 agreements, with enhanced support from MONUSCO to verify ceasefire violations. With the phased withdrawal of SAMIDRC, a security vacuum must be avoided. We urge the AU to work closely with the UN to ensure that MONUSCO’s mandate remains robust enough to protect civilians during this volatile transition. We urge the parties to immediately open safe humanitarian corridors to allow aid to reach the thousands of displaced persons in South Kivu and reopen vital infrastructure like the Goma and Kavumu airports. Excellencies, This Council must move beyond condemnation to consider targeted sanctions against those non-state actors and foreign actors that continue to violate the ceasefire as well as provide logistical or financial support to rebel groups. The people of the Eastern DRC have endured conflict for three decades. They cannot afford another year of “frozen” peace processes that melt away at the first sign of military opportunism. As I conclude, let me reaffirm The Gambia’s commitment to Pan-African solidarity in our collective quest to amicably end our ongoing conflicts. We stand ready to support all efforts that will lead to silencing of the guns in Eastern DRC and usher in a future of prosperity for the Congolese people. I thank you.

Ms. Jallow is a seasoned Gambian diplomat with over two decades of distinguished service in diplomacy, international relations, and public administration. Her appointment reflects the Government of The Gambia’s commitment to strengthening strategic partnerships with countries across Asia and the Oceania region, while advancing trade, investment, and multilateral cooperation. Ms. Jallow joined the Civil Service in February 2004 as a Cadet Administrative Officer at the PMO. She served as Assistant Secretary at the OVP and PSC, and as First Secretary at the Ministry of Foreign Affairs. Her diplomatic career included serving as First Secretary at the Gambian Embassy in Spain from 2008 to 2013, and as Counsellor at the same mission from 2013 to 2017. Upon her recall from the Foreign Service, she served in the The Ministries’ European Affairs Directorate as Counsellor from 2017 to December 2025. Prior to her appointment, played a pivotal role in maintaining and expanding bilateral relations between The Gambia and European Union Member States and other European countries. She actively promoted trade and investment opportunities, engaged potential investors, and represented The Gambia at numerous national and international meetings, workshops, and conferences. Academically, Ms. Jallow holds a Master’s Degree in Diplomacy and International Relations from the Escuela Diplomática de España in Madrid and a Bachelor’s Degree in Sociology and Anthropology from the International Islamic University Malaysia. She has undertaken extensive diplomatic, migration, and international relations training across Europe, Asia, Africa, and the Middle East. Fluent in English, Spanish, Fula, Wolof, Mandinka, and beginner-level in Bahasa Mala. Ms. Jallow is well positioned to lead The Gambia’s engagement with diverse partners across Asia and the Pacific. As Director of Asia and Oceanic Affairs, Ms. Jallow will spearhead diplomatic relations, promote economic cooperation, and strengthen The Gambia’s presence and partnerships within the Asia-Pacific region in line with the country’s foreign policy objectives.

Mr. Ceesay brings over 20 years of distinguished experience in public administration, diplomacy, and international relations. Prior to his appointment, he served as Deputy Head of Mission and Head of Chancery at the Embassy of the Republic of The Gambia in Doha, State of Qatar, from 27th February 2018 to 25th May 2025. In this role, he played a key part in strengthening bilateral relations between The Gambia and the State of Qatar, while overseeing the administrative and operational functions of the Mission. Before his posting to Doha, Mr. Ceesay served at the Ministry of Foreign Affairs as a Counsellor and Desk Officer responsible for Organization of Islamic Cooperation (OIC) matters within the Middle East Directorate. His portfolio included managing multilateral engagements, coordinating OIC-related initiatives, and advancing The Gambia’s strategic interests within the Islamic world. Mr. Ceesay has also held several senior positions across government, including Principal Assistant Secretary at the Office of the Vice President, and the Ministry of Tourism and Culture. Earlier in his career, he served as Senior Assistant Secretary at the Ministry of Interior, and as Assistant Secretary and Desk Officer for Religious Matters at the Ministry of Youth, Sports and Religious Affairs, where he also served as Secretary to the National Hajj Commission from 2005 to 2007. Academically, Mr. Ceesay holds a Master’s Degree in Diplomacy, Law and Global Change from Coventry University, United Kingdom, and a Bachelor’s Degree in International Development Studies from the University of The Gambia. He has participated in numerous national and international training programmes in diplomacy, international relations, public administration, and governance. In addition to his professional expertise, Mr. Ceesay has working knowledge of Arabic and French, further enhancing his capacity to lead and strengthen The Gambia’s diplomatic engagement in the Middle East region. As Director of Middle East Affairs, Mr. Ceesay will oversee policy coordination, diplomatic relations, and strategic partnerships with countries and institutions across the Middle East, in line with The Gambia’s foreign policy objectives.

Speaking under the theme “𝑇𝑟𝑎𝑑𝑒, 𝐸𝑐𝑜𝑛𝑜𝑚𝑦 𝑎𝑛𝑑 𝐼𝑛𝑣𝑒𝑠𝑡𝑚𝑒𝑛𝑡,” Hon. Njie highlighted the urgent need for resilient, diversified, and inclusive economies, stressing that for small and vulnerable states such as The Gambia, strategic partnerships are essential to overcoming global shocks, climate challenges, and supply-chain disruptions. Guided by Agenda 2063, the African Continental Free Trade Area (AfCFTA), and The Gambia’s Recovery-Focused National Development Plan (2023–2027), the Minister outlined key priority areas for cooperation: ▪️Agriculture and Food Security – climate-smart agriculture, irrigation, mechanisation, agro-processing, and fertilizer security ▪️Energy Development – renewable energy, power generation, grid modernisation, and off-grid solutions ▪️Trade Facilitation & Industrialisation – logistics, fisheries, agro-processing, light manufacturing, and SME development ▪️Human Capital & Digital Transformation – STEM education, TVET, digital skills, innovation, and cybersecurity The Minister reaffirmed The Gambia’s commitment to sustainable, technology-driven partnerships focused on skills development, youth empowerment, and regional value chains. He also announced that The Gambia will host the 10th OIC Ministerial Conference on Agriculture and Food Security in Banjul in the first quarter of 2026, extending a warm invitation to all partners to participate. In closing, Hon. Njie emphasized that Africa seeks partnerships of impact, not dependency, and reiterated The Gambia’s readiness to translate commitments into concrete projects that advance inclusive growth and sustainable development.

Sering Modou Njie, on 19th December 2025 held a bilateral meeting with Foreign Minister, of the Russian Federation H.E Sergey Lavrov on the margins of the 2nd Russia–Africa Ministerial Partnership Forum. Foreign Minister Njie conveyed fraternal greetings from H.E. President Adama Barrow to H.E. President Vladimir Putin, and reaffirmed The Gambia’s commitment to strengthening the longstanding and cordial relations between the two countries. He applauded the warm and friendly ties that have characterized Gambia–Russia relations over the years. Hon. Njie expressed his firm commitment to deepening and expanding bilateral cooperation between The Gambia and the Russian Federation under his leadership as Foreign Minister. He conveyed appreciation to the Government of the Russian Federation for the scholarships awarded to Gambian students, noting their significant contribution to human capital development. The Gambian Foreign Minister further called on the Russian Federation to explore investment opportunities in key sectors of The Gambia’s economy, including but not limited to energy, agriculture, tourism, education, infrastructure, and capacity building. He also warmly welcomed and applauded Russia’s plan to open an Embassy in The Gambia, describing it as a milestone that would further enhance bilateral engagement and cooperation. In response, the Russian Foreign Minister expressed his appreciation for The Gambia’s support on a number of international and multilateral issues, and underscored Russia’s interest in strengthening relations with The Gambia. He noted that the meeting would serve as a catalyst for expanded cooperation between the two countries. Both Ministers exchanged views on issues of mutual interest and discussed avenues for enhanced political, economic, educational, and technical cooperation between the two countries.

Ambassador Prof. Muhammadou M.O. Kah, Ambassador Extraordinary and Plenipotentiary of The Gambia to the Swiss Confederation and Permanent Representative to the United Nations Office at Geneva (UNOG), the World Trade Organization (WTO) and other International Organizations in Switzerland, as a member of the Advisory Group of the United Nations Central Emergency Response Fund (CERF). The appointment was made by United Nations Secretary-General António Guterres, who named Ambassador Prof. Kah among 12 distinguished new members to the Advisory Group. Established by the UN General Assembly in 2005, the CERF Advisory Group provides strategic policy guidance to the Secretary-General through the Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator on the effective, transparent and impactful use of CERF resources to respond rapidly to humanitarian crises worldwide  . Since becoming operational in 2006, CERF has delivered over US$9.2 billion in life-saving assistance to people affected by emergencies in more than 110 countries and territories, enabling swift action in contexts ranging from conflict and displacement to climate-related disasters. The appointment, announced in August 2025 by the United Nation ,underscores Ambassador Kah’s profound commitment to global humanitarian efforts and multilateralism. This recognition reflects international confidence in his leadership, multilateral experience and deep commitment to humanitarian solidarity, particularly in advancing the voices and priorities of developing and least developed countries within the global system. As a seasoned diplomat and scholar with extensive experience in international governance, education, and technology policy, Ambassador Kah brings invaluable expertise to the Advisory Group, which provides strategic policy guidance to the Secretary-General on the use and impact of CERF one of the world’s fastest and most inclusive mechanisms for delivering life-saving assistance in humanitarian crises. 𝐏𝐚𝐫𝐚𝐭𝐢𝐜𝐢𝐩𝐚𝐭𝐢𝐨𝐧 𝐚𝐭 𝐭𝐡𝐞 𝐔𝐍 𝐂𝐄𝐑𝐅 𝐏𝐥𝐞𝐝𝐠𝐢𝐧𝐠 𝐄𝐯𝐞𝐧𝐭, 𝐍𝐞𝐰 𝐘𝐨𝐫𝐤 In his capacity as a member of the CERF Advisory Group, Ambassador Prof. Kah participated in the UN CERF Pledging Event held at United Nations Headquarters in New York on 9 December 2025, hosted by Secretary-General António Guterres. The high-level event underscored the urgency of scaling up resources as humanitarian needs continue to outstrip available funding. At the pledging conference, 40 donors announced contributions of over US$300 million for 2026, as the United Nations issued a strong call for stepped-up commitments to sustain the world’s principal rapid-response humanitarian fund  . Addressing the gathering, the Secretary-General warned that humanitarian systems are under unprecedented strain, while senior UN officials emphasized that a well-resourced CERF remains indispensable to saving lives, protecting the most vulnerable especially women and girls and responding swiftly to underfunded and emerging crises across the globe  .
